This research background is that Indonesia as a big and development country certainly cannot be separated from the social problem issue. Various programs have been implemented by the government to overcome social problems so far have not had such a big impact by many communities, therefore the government through the Social Service made programs for vagrants and beggars that programs are developing and training
The research purpose was to determine the evaluation of the development vagrant and beggar training Pekanbaru City as well as what factors that can influence the evaluation of vagrant and beggar training programs in Pekanbaru City. This research used a qualitative descriptive approach method. Primary data is obtained directly through interviews with informants, namely the head of Social Rehabilitation, Head of the Secretariat / Responsible Division of Salter, Salter employees, and the community.
The research results indicate that the implementation of the realizaation of the vagrant and beggar training program implementation in Pekanbaru City has not yet achieved the expected results, that inadequate budgeting and supporting and fostering supporting facilities and the recovery and return of sprawl into the community is the cause of the achievement of social welfare goals flat.
