Implementasi Program Beras Sejahtera Di Desa Talang Gedabu Kecamatan Rakit Kulim Kabupaten Indragiri Hulu

The program come from central government that was issued through a joint decree Minister of Home Affairs and Logistics Agency (SKB Mendagri-Perum Bulog) Public Company No. 25/2003. Actually this program for poor people, but in reality, there are many obstacles and problems in the field.
The purpose of this studyed to determine and analyzed implementation rice programs at Talang Gedabu Village in Rakit Kulim Regrency Indragiri Hulu Districk and the factors can was influence their implementation.
This study used the theory about successful implementation according to Merilee S. Grindle and based on National Team for the Acceleration of Poverty Reduction (TNP2K), and in this study used a qualitative descriptive research method. The sources of data in this study were the Village, Village, Rusun Level Rastra Implementation Teams and several Beneficiary Families (KPM) in Talang Gedabu Village.
And analysis was done through data reduction, data presentation and drawing conclusions. The results of the prosperous rice implementation program are less precise, in the sense that the free rice assistance provided by the government is still inappropriate and is not appropriate to the people who really have the right to receive it. This can be said because of the five indicators as the success of the prosperous rice program based on TNP2K, only one indicator is right. And the factors that influence the implementation of the literature program are the contents of the policy itself and the program policy environment.
