Implementasi Kebijakan Penataan Sistem Administrasi Pelayanan Kepegawaian Di Badan Kepegawaian Daerah Kabupaten Siak
This research is motivated by the implementation of Government Regulation Number 31 of 2009 in the Field of Information and Communication Technology (ICT) for Structuring the Personnel Services Administration System. The issuance of this government regulation implies for each region to immediately implement e-government and the implementation of ICT policies. The purpose of this study is to analyze the implementation of Government policies and the factors that influence the implementation of the administrative system management system for personnel services in the Regional Personnel Agency of Siak Regency.
This study uses a qualitative research method approach. Collection techniques through interviews, observations, and documentation from key informants, namely the Head of the Regional Personnel Agency, Head of Staff Administration, Head of the Sub-Section, Head of the Welfare Sub-Sector and Civil Servants who manage personnel administration. Secondary data obtained from research documents.
The results of the study show that the implementation of the Civil Service Service Administration System Arrangement Policy is running well. This success is supported by many factors, starting from the communication factor supporting the successful implementation of the Civil Service Service Administration System in the Siak District Civil Service Agency, but from the resource factor it is still inadequate in implementing the policy. Likewise from the attitude of the executor and bureaucratic structure factors also supports the successful implementation of the Structuring of the Personnel Services Administration System in the Regional Personnel Agency of the Siak Regency.
