Pelaksanaan Fungsi Masjid Paripurna Tingkat Kecamatan Di Kota Pekanbaru

This research was motivated by the vision of Pekanbaru City as a civilized Metropolitan City. In reaching the vision, the researcher would describe the implementation of Paripurna Mosque Function at District Level in Pekanbaru City. The Research purposes were to know and analyze the Implementation of Paripurna Mosque Function at District Level in Pekanbaru City and its supporting factors and barriers.
This research used Grindle model (Tahir, 2014: 74). Grindle model is policy contents with sub-indicators that include: 1. The importance which was influenced by the policy, 2. Benefits types which were gotten, 3. Changing the degree which was wanted, 4. Policymaker position, 5. Who was the doer, 6. The sources were mobilized. Besides policy content, there were the contexts of its implementation which included: 1. Power, importance, and strategies of the actors, 2. Institutions and authorities’ characteristics, 3. Compliance and responsiveness. The research method was qualitative descriptive. The data was collected through interview, observation, and documentation.
The research results indicated that the local regulations of Pekanbaru city Number 2 the Year 2016 which was concerning the function of Paripurna mosque did not run optimally. It could be seen based on the doer behavior in reaching the function of Paripurna mosque in the field of Idarah, Imarah, and Ria’yah. However, the government has provided supporting factors as stimulants in the form of incentive to the operations officer of Paripurna mosque. But in reality, there were some barriers factors which were influenced this implementation like the communication and coordination did not do optimally, implementing institutions were less independence. The society initiatives were less in joining the mosque activities especially “Imarah” activity.
