Strategi Pemanfaatan Teknologi Informasi Dan Komunikasi (TIK) Dalam Perencanaan Program Desa Pintar Di Kabupaten Rokan Hulu
This research is motivated by efforts to create an open government by reforming the system and work patterns. This bureaucratic reform can be realized by implementing an electronic-based government system. Optimizing the use of Information and Communication Technology should be implemented in the form of programs and activities that directly touch the basic needs of the community at the lowest level of service aimed at accelerating bureaucratic reform at the village and kelurahan levels, improving public services, and improving community welfare in order to create integrated public services and open the remoteness of information and Information and Communication Technology (ICT).
This study uses a qualitative descriptive research method approach. Primary data is obtained directly through interviews from key informants, namely the Head of the Ministry of Communication and Informatics, Head of the Implementation of e-Gov, Kasi-kasi at the Office of Communication and Information of Kab. Rokan Hulu, device and Head of Pasir Pengaraian Village, Devices and Village Head of Kepayang, and various other community elements at the research location. While secondary data is obtained from research documents.
The results of the study indicate that the development and governance strategy of Information and Communication Technology conducted by the Government of Rokan Hulu Regency in this case the Office of Communication and Information Technology has not been implemented optimally because so far the Office of Communication and Information has not mapped out weaknesses (weaknesess) and forces (strengths) possessed and have not seen objectively and made a comprehensive assessment of the opportunities and threats (threaths) originating from the organization's external environment itself which can be used as a basis in drawing up strategic steps and also determine the stages of program implementation.
