Tata Kelola Pelabuhan Sungai Duku Kota Pekanbaru Tahun 2014-2016
Duku River Port is the gateway to the arrival or mobilization of the community from and to Pekanbaru and to other areas in Riau Province. The management of Duku River Port as the gate of the area has not yet been accompanied by the optimization of authority and action. This study tries to see the not yet optimal governance of the port from different perspectives of political and government perspective. So the focus is on aspects of the implementation of management and aspects of government action.
This study bases itself on the theoretical assumptions of good governance with the intent to see the management of Sungai Duku port as a series of actions by the Government in improving services to the community and providing value added benefits. This study uses a qualitative approach as an effort to trace various supporting data and analyzed by descriptive analysis method.
This study concludes that (1) the governance of Sungai Duku port is faced with regulatory issues in which the siting is not clear and the role of local government, as well as on issues of weak control over port activities and poor supervision. Furthermore, (2) the actor's actions in managing the Duku port can be seen from the actions of the port authority whose actions should be based on regulatory mechanisms established by the central government, whereas the actions of private actors are limited by the non-commercial port status.
