Peran Dprd Dalam Formulasi Peraturan Daerah Nomor 11 Tahun 2016 (Studi Kasus Pada RPJMD Kabupaten Bengkalis Tahun 2016-2021)

The background of this research is the lateness of legalizing Local Regulation RPJMD Bengkalis Regency from the stated schedule. The Arrangement of RPJMD involves The District Head and The House of Representatives Bengkalis Regency. The purpose of this research is to analyze the role of The House of Representatives in Implementing The Formulation of RPJMD Bengkalis Regency and to know the obstacles of Local Regulation RPJMD Bengkalis Regency in 2016-2021 set late.
This research employed qualitative approach. The primary data was directly obtained through interview with the key informan coming from The Board of Regional Development Planning (Bappeda) and The Member of House of Representatives (DPRD) Bengkalis Regency Period 2014-2019.
The results of this research showed that in the arrangement of Local Regulation RPJMD, there were five roles of The House of Representatives in The Implementation of RPJMD Formulation Bengkalis Regency in 2016 – 2021, they were 1) The Special Committee (Pansus) of The House of Representatives discussed by considering the stages of RPJMD arrangement, 2) Looking at and paying attention on the correlation between the vision and mission of the chosen regent and the arrangement of local regulation RPJMD being proposed, 3) Digging comprehensively and holistically between the vision and mission with the arrangement of local regulation RPJMD, 4) Paying attention and thoroughly discussing the indicators that will be achieved in the arrangement of local regulation RPJMD, and 5) The Special Committee reports the result of the discussion and the conclusion at the plenary meeting of The House of Representatives Bengkalis in order to ask for agreement to the fraction to determine the arrangement of local regulation RPJMD becoming The Local Regulation RPJMD. The obstacles that caused the lateness of Local Regulation RPJMD Bengkalis Regency to be determined were The Political Communication that was not smooth yet, The Local Government that did not conduct the Stages of Public Consultation Forum, difficulty in obtaining data for The Arrangement of Local Regulation RPJMD, The Regent did not directly catch the existed problems and the schedule was late because The House of Representatives was doing recess..
