Implementasi Peraturan Walikota Pekanbaru Nomor 89 Tahun 2016
The background of this study is the formation of organizational structures and organizational structures in the Regional Secretariat of Pekanbaru City based on the Regulation of the Mayor of Pekanbaru Number 89 of 2016. Within 2 (two) years of implementation of this Mayor Regulation, there are several problems encountered, including the implementation of the position of Head of Division and in the position of Head of Sub Division which is not optimal in carrying out its main tasks and functions.
The purpose of this study was to determine the implementation of the Regulation of Mayor of Pekanbaru Number 89 of 2016 and identify the factors that influence the implementation of the Regulation of Mayor of Pekanbaru Number 89 of 2016. This study used a qualitative research method. Primary data is obtained directly through interviews from informants namely the Assistant, the Head of Section and the Heads of Sub Divisions in the Regional Secretariat of the City of Pekanbaru as the implementers.
The results of this study indicate that the implementation of Pekanbaru Mayor Regulation No. 89 of 2016 runs well, but it must be made changes in the composition and organizational structure of regional apparatus of the Regional Secretariat of Pekanbaru City (nomenclature and main tasks and functions of the Section and Sub-Section). Several factors that influence the Implementation of Pekanbaru Mayor Regulation Number 89 of 2016 are communication, resources, disposition / attitude and bureaucratic / organizational structure. As for the supporting factors, the existence of socialization, the smoothness of information, the ability of the executor, the support of facilities and infrastructure, the attitude and the response of the executor and the organizational structure. Whereas the obstacle is not yet optimal socialization of Pekanbaru Mayor Regulation Number 89 of 2016 to ASN and Implementers at the level of Head of Section and Head of Subdivisions especially in the newly formed Section, lack of understanding of the implementer at the Head of Sub-Section level in carrying out their main tasks and functions
