ABSTRACT
This research was conducted to the women Municipal Police in Padang Panjang city. One of the cities that has implemented a humanist approach to society through women Municipal Police. The aim of this research is to know about activity the women work as Municipal Police in Padang Panjang city and the obstacles which experienced during their works. The theory used in this research is motivation, rational theory, social action theory and gender. The subject of this research contains about 5 people of women Municipal Police as an informant and 2 of triangulation people. The sources of the data are used the primary data source and secondary data sources. The writer used the descriptive qualitative method and the instrument of the data is observation, interview, and documentation. The result of this research obtained that the women Municipal Police in Padang Panjang which known as “Serambi Mekah” city Work appropriately based on syariat about how woman should be. In their work as the regulation upholder in their region the women Municipal Police controls the regulation in a friendly and gently way as the spirit of woman that always there in their soul called as humanism way. Woman also known as a good negotiator. the presence of the women Municipal Police in Padang Panjang city gives a good impact to the society and the good image to the Municipal Police. As we know that nowadays Municipal Police got a bad image in society because of their arrogance in executing the regulation control in society. In doing their works, women Municipal Police in Padang Panjang city did not face too much problem. The personal obstacle that they face when they are doing their activity as a women Municipal Police is that they could not work optimally cause of their limitation gender as a woman.
