Abstract
This research describe the form’s of Indonesian military cooperation with Russia to fulfill Indonesia’s minimum essential force defense security system.
This research is using qualitative method to find and collect data that was acquired from journals, books, official document and website in term agreement of technical cooperation between Indonesia and Russian. This research use a realist perspectif and international cooperations theory. The level analysis of the research is state-level analysis, which At this level of analysis, an explanation of state behavior is determined by internal factors of the country. what is needed when a researcher uses the level of state analysis is an understanding of how various actors (bureaucrats, interest groups and legislative bodies) within the state play a role in foreign policy making.
This research found that the cooperation carried out is through the increase of TNI professionalism. There are three forms of indicators, First, Russian cost relief through state credit with amount of 1 billion US dollar. Second, through transfer of technology with better weapon defense system. And third through the training given to military personnel.
