Waste is a matter that will increasingly threaten environmental sustainability, one of which is liquid waste generated by businesses or factories. Therefore, the disposal of waste into the river must be in accordance with established standards, in this case requires the role of the government to supervise the disposal of the factory waste. This study aims to determine the supervision of factory waste disposal in the Siak River in Siak Regency and what are the inhibiting factors. The theoretical concept used is supervision theory according to (Manullang, 2015). This research uses a qualitative research methodology with a case study approach with data collection techniques through interviews, observations, and documentation studies. The results of this study indicate that, first of all supervising the disposal of factory waste in the Siak river has been seen from the establishment of measuring devices, making corrective actions, and carrying out improvements to the maximum. secondly, the inhibiting factors for supervision of the disposal of factory waste in the Siak river are the number of staff, budget constraints, and lack of facilities and infrastructure.
