ABSTRACT
The park's green open space managed by Pekanbaru City is only around 2.981%, far from the 20% that is in accordance with Law Number 26 of 2007. At present Pekanbaru City has eleven parks in public open spaces. In the reality of open green space in the city of Pekanbaru, in its management, it is still not optimal, especially in the fields of procurement, security, comfort and harmony. Everyone has the right to get environmental education, access to information, access to participation, and access to justice in fulfilling the right to a good and healthy environment. Just like children who also have human rights, the lack of play space makes children play more in the environment that cannot accommodate their needs. Article 4 number 2, 3 and number 6 of the Minister of Home Affairs Regulation Number 1 of 2007 concerning the Arrangement of Urban Green Spaces, explained that RTH has benefits as a means of education, a means of social interaction and a means of social activities for children.
This type of research can be classified as a sociological jurid, namely a research approach that emphasizes the legal aspects relating to the subject matter to be discussed, related to the reality in the field. The research was conducted at the Pekanbaru Public Works and Spatial Planning Office and the Pekanbaru City Child Empowerment Agency, while the sample population was all parties related to the problem under study. Data sources used, primary data and secondary data and tertiary data, data collection techniques in this study by observation, interviews and literature study.
n the results of the problem research there are three main things that can be concluded. First, the management of open green space in the city of Pekanbaru cannot be said in terms of both quality and quantity. lack of maintenance and fulfillment of green open space facilities and lack of needs and security of children's rights. Second, the inhibiting factor in the management of green open space is the limited budget, the absence of special regulations governing the management of green open space, lack of human resources, lack of land availability, lack of public understanding in maintaining and utilizing land. Thirdly, the Government's efforts in overcoming the obstacles are developing a strategy in the form of dialogue or socialization, regional legislative programs will be carried out to create special regulations, make additional human resources, and work together with the Civil Service Police Unit. Advice from the author, the Government is expected to be able to maximize green space management, conduct training or explore their respective duties in the provision and management of green open space. Secondly, the government is expected to make special regulations in the management of green open space. environment.
