Community participation in development is the participation of the community in the development process both in the planning stage of development through Musrenbangkep, the stage of development implementation, evaluate the development and in enjoying the results of development. Community participation in development planning through the musrenbangep development planning (Musrenbangkep) is still minimal and passive. Due to lack of public understanding about development planning, low education level, and lack of socialization from the government then do not involve the community in development planning deliberation.
The concept of theory used is Participation. Researchers use Soetomo theory. This study aims to find out how the community participation in development in Kepenghuluan Bangko Jaya District Bangko Pusako Rokan Hilir Regency. This research uses qualitative research methods with descriptive data assessment. In collecting data of researcher use interview technique, observation, and documentation. By using key informant as source of information.
The results showed that community participation in physical development is still very minimal and passive, meaning that there are still many people who are not involved in every stage of development that will be implemented and still submit all decisions to other parties. In this case the researcher suggests that the community participate actively in every stages of development and the government should also seek more community participation and actively so that ideas / ideas coming from the community more so that it can be used as consideration and evaluation for the next year.
