Performance of employees is the result of individual work in an organization. While organizational performance is the totality of work achieved an organization. Performance appraisal conducted by the Regional Personnel Board Pekanbaru not felt maximal because there are still many violations of the selection of work mutations and placement of employees when mutations occur. The purpose of this study is how the performance of Regional Personnel Agency (BKD) Pekanbaru City on mutations State Civil Apparatus and to determine what factors affect the performance of Regional Personnel Agency (BKD) Pekanbaru City in the State Civil Apparatus.
The concept of theory used by the author is Performance. Researchers use qualitative research with descriptive study. In collecting data, the authors use interview and observation techniques. The author uses the informant as a source of information and techniques of triagulation as a source in the validity of the data.
The results of this study indicate that the Performance Appraisal of Regional Personnel Agency (BKD) Pekanbaru City on State Civil Apparatus is still not maximal, evidenced there are still deviations found during the establishment of employee mutations. Factors that affect in the Performance of Regional Personnel Agency (BKD) Pekanbaru City on State Civil Apparatus is FactorMotivation and Factor Ability.
