The distribution of the Raskin Program to kelurahan Delima has been started since several years ago. The objective of the Raskin Program is to reduce the burden of expenditure of Target Household (RTS) through the fulfillment of some basic food needs in the form of rice. The target is to reduce the expenditure burden of Target Household in fulfilling the requirement of rice food through the distribution of subsidized rice as much as 15 Kg / RTS / month with the price of Rp.1.600, - / kg at the Distribution Point. Based on the data that the writer found that became the formulation of the problem in this study is to know how to Distribute Rice (Raskin) and the Relationship Cooperation between Government Institutions in the Implementation of Distribution of Rice (Raskin) in keluaran Delima kecamatan Tampan Kota Pekanbaru in 2016.
The concept of theory that the writer uses is the theory of distribution. Broadly speaking, distribution can be interpreted as a marketing activity that seeks to smoothen and facilitate the delivery of goods and services from producers to consumers, so that its use in accordance with the required (type, price, place and time required). This research uses qualitative sketch with descriptive method.
The results of the research of Rice Poor (Raskin) distribution in kecamatan delima are many obstacles such as distribution of Rice Poor (Raskin) has not been targeted. Where there is Raskin distribution to the well-qualified community registered in RTS-PM. Then the community complained about the distribution of Raskin in Kelurahan Delima not in accordance with the schedule set. In addition, the community should be resigned to Raskin conditions that are not good quality, so many people who mix it with premium rice for everyday cooking. Then the cooperation relationship in the procedures and implementation of distribution of Rice Poor (Raskin) in Kelurahan Delima still not running well. When viewed from the procedures and implementation of the distribution of Rice Poor, the relationship of government cooperation from high level to low level has not been well coordinated.
