Kualitas Pelayanan Publik pada Wilayah Konflik Tapal Batas (Study Kasus Kecamatan Kunto Darussalam Kabupaten Rokan Hulu dengan Kabupaten Kampar)

This research is based on the background of providing quality public services, the most important part of government and administration as the basic needs of the community, both at the central and regional levels. for that the quality of public services needs to be improved, the State is obliged to serve every citizen and population to fulfill their basic rights and needs in the framework of public services which are mandated by the 1945 Constitution. realizing that goal, a lot of efforts are carried out by government and private institutions by implementing quality services which feels right to realize this goal, one of which is. urging regional governments in establishing boundaries between districts which are precisely in Kunto Darussalam Subdistrict to be pro and contra between the two upstream regency districts and Kampar districts which have an impact on the quality of basic public services that are not well fulfilled by the people who live them.
The purpose of this study was to determine the quality of public services at the Kunto Darusalam sub-district office towards the community of the border areas of upstream and Kampar regencies, in accordance with the governor's regulation No. 30 concerning the affirmation of administrative territories of Intan Jaya village, flat land, diamonds prosperous jungle, included in the administrative area of the Kunto Darussalam sub-district in the upstream district of Rokan. And what are the impacts. The theory in this study uses the theory of Tjiptono in Hardiyansyah about the quality of public services. This research was conducted using qualitative descriptive methods. The sampling technique used is purposive sampling, by collecting data using the method of observation, interviews and documentation.
The results of this study indicate that the quality of public services at the Kunto Darussalam sub-district office towards the community in the boundaries of the upstream rokan hulu and Kampar districts. not running as expected, and there are still obstacles in facilities and infrastructure and the budget. In addition, it was also concluded that the consequences of the pros and cons of the seizure of administrative territories affected the community, and caused inter-community conflict and the impact was generally seen in the community
