Implementasi Pembinaan Dan Penataan Pedagang Kaki Lima Di Kota Pekanbaru
This research is motivated by street vendors who are located around the traditional markets in Pekanbaru city without permission and the location is in a zone that is prohibited from selling. With the issuance of Pekanbaru City Regulation No. 11/2001 concerning the fostering and structuring of street vendors, the government automatically has to implement the programs that exist in the PERDA. Through this PERDA, the writer wants to see what the Pekanbaru City Government programs looks like in conducting the guidance and arrangement of street vendors and to see how far the implementation of the PKL development and structuring this programs.
The purpose of this research is to see how the programs are carried out in the guidance and structuring of street vendors and see how the implementation of the guidance and management of street vendors in the city of Pekanbaru as well as determine the inhibiting factors in the implementation of street vendors training programs in Pekanbaru. This research used a descriptive qualitative research method approach. Primer data were obtained directly through interviews from informants, namely headship in the areas of Discipline, Cleanliness and Development of street vendors, street vendors, and the community.
The results of this research indicate that, the programs implemented in the guidance and structuring of street vendors, namely, direction and counseling, structuring and market development. The implementation of PERDA No. 11/2001 regarding the development and arrangement of street vendors through these programs has not yet run optimally. Development programs are minimal and unsustainable and market development is not well considered so there are markets that have been built but are abandoned because they are no longer used. There are several factors that become obstacles in fostering and structuring street vendors in the city of Pekanbaru, namely, human resources, facilities and budgets that are not met, lack of supervision, economic factors, education, poor public awareness of the rules, and urbanization factors.
