Pengaruh Kompetensi Dan Budaya Organisasi Terhadap Kinerja Pegawai Kecamatan Rumbai Kota Pekanbaru
This research is motivated by the lack of optimal performance of civil servant in the District of Rumbai in providing services to the community, then followed by issues of competency and organizational culture at work. Deferring work and also wasting time at work and making people complain of services they receive makes important issues that need attention in order to achieve the vision and mission of the Pekanbaru City government, which is to provide excellent service.
This study uses a descriptive quantitative research method approach. Primary data is obtained directly through a questionnaire to the State civil apparatus in Rumbai District, amounting to 56 people and secondary data obtained from the Rumbai sub-district.
The results of the study showed that the performance variables of the civil servant of the Rumbai sub-district of Pekanbaru City were in good categories, of the four performance indicators it was known that the highest indicator was the quantity and collaboration that was built by civil servant in working with the community. While the lowest indicator is the quality of work produced by civil servant in serving the community. Employee competency variables in providing services to the community are in good categories and this shows that civil servant basically have competent competencies in serving the community. From the eight indicators used, it can be seen that the highest indicator is the interpersonal skills possessed by civil servant. While the lowest indicator is the ability to adapt to the community environment. While the organizational culture variables in the Rumbai sub-district fall into the good category with the meaning that the government has implemented a good culture. However, there are a number of respondents' answers that are high, which are oriented towards results and low answers are on open systems in serving the community. Based on the results of the analysis, it can be seen that the influence of organizational competence and culture on the performance of civil servant in the Rumbai sub-district of Pekanbaru City simultaneously has a significant and partially significant effect, which can be seen that the influence of organizational culture is greater when compared to employee competencies.
