In general, service is an effort made by a group or someone or a bureaucracy to provide assistance to the community in order to achieve a certain goal. Subdistrict is an organization that lives and serves the lives of people. In carrying out the duties of government, the implementing apparatus carries out government functions such as the administration of government, development, community including carrying out the duties of licensing services for Trading Business Licenses (SIUP). Therefore improvements in service delivery must be carried out, especially in growing and increasing community interest in managing permits carried out by the government.
The formulation of the problem in this research is how the implementation of licensing services for Trade Business Permits at the Pekanbaru City One Stop Investment and Services Office and what factors are supporting and inhibiting the implementation of licensing services. This study uses qualitative methods with case studies as research strategies. with the number of informants totaling 18 people
The results showed that the licensing services for the issuance and license extension of SIUP in Pekanbaru City DPMPTSP can be seen from the attitude of employees who are very responsive in serving the people who come to them, the officers try to find out the wishes and willingness of service users. In addition, the licensing employees of the SIUP issuance always respond to the wishes of the community and respond responsibly to resolve them. The supporting factors for licensing services issuance and extension of SIUP licenses in Pekanbaru City DPMPTSP is the enthusiasm given among fellow employees in order to provide the best service for users of services that require SIUP licensing services and the existence of awareness that employees have in serving. Meanwhile, the factor that inhibits SIUP licensing services in Pekanbaru City DPMPTSP is the lack of apparatus resources that have expertise in the field of information technology-based website application services and the public's perception of the existence of SIUP business licenses as a government step in making it difficult for entrepreneurs to develop their business.
