Perencanaan Partisipatif (Studi Kasus Keterlibatan Dprd Dalam Musyawarah Rencana Pembangunan Di Kecamatan Bengkalis Tahun 2018)

This study aims to: 1) Describe and analyze community participation in development planning in Bengkalis District in 2018; 2) Describe and analyze the role of Bengkalis Regency DPRD in fighting for the aspirations of the community in development planning.
Alexander Abe (2002: 81) defines participatory planning is planning in the purpose of involving the interests of the community, and in the process involving the people (both directly and indirectly) goals and ways must be seen as a single unit. A goal for the interests of the people and if formulated without involving the community, it will be very difficult to ensure that the formulation will side with the people.
This research is a qualitative research with the main aim of describing or describing in detail and depth about community participation in the Development Planning Conference (Musrenbang) in Bengkalis District in 2018. Data collection techniques in this study used interviews and observations. The analysis used in this study is a qualitative descriptive analysis consisting of data reduction, data display (data presentation) and verification (drawing conclusions).
From the results of this study found that:
1. Community involvement in the development planning process in Bengkalis District is very good and needs to be maintained. This is indicated by the active participation of the community in development forums at the RT, village and sub-district level. Good community participation will affect the success of the implementation of development planning
2. The development planning process in Bengkalis District has been carried out in accordance with the stages and applicable rules.
3. The community considers that the role of the DPRD in the Bengkalis sub-district in fighting for the aspirations of the people is not yet optimal.
