Pengaruh Kinerja Keuangan Terhadap Pertumbuhan Ekonomi Dengan Belanja Modal Sebagai Variabel Intervening Pada Kabupaten/Kota Se-Provinsi Riau
The progress of development of a region can be demonstrated by such as the high level of economic growth, in which one of the factors affecting economic growth is the investment issued by the Local Government. To increase the investment, the local government financial capability must also be adequate. The indicator to determine the level of investment is the high ratio of capital expenditure in local government budgeting (APBD). The allocation of capital expenditure on local governments is also influenced by its financial performance.
This research aims to analyze and acquire the empirical evidence of direct influence from local government's financial performance that measured by the degree of fiscal decentralization ratios, fiscal dependency, financial independence, the effectiveness of original local government revenue (PAD), and the contribution rate of local government owned enterprise (BUMD) towards capital expenditure allocation ratio. Additionally to analyze and acquaire empirical evidence of indirect influence from the Local Government's financial performance of the District/City of Riau Province towards economic growth through the allocation of capital expenditure. This research uses quantitative approach method. This research's source of data use the secondary data in the form of financial report from the District/City of Riau Province from 2011 to 2017. In analysing the data, this research uses path analysis technique with Eviews Program. The population of this research is the entire Distric/City government of Riau Province in 2011 to 2017.
The results of this research shows that the ratio of fiscal dependency and contribution to BUMD positively affects the allocation of capital expenditure, while the degree of fiscal decentralization ratios, financial independence and the effectiveness of original local government revenue (PAD) does not influence the allocation of capital expenditure. The allocation of Capital Expenditure does not have any effect on economic growth. Similarly, the allocation of capital expenditure does not have a mediating effect on the relationship of financial performance to economic growth.
