Evaluasi Kinerja Juru Pungut Retribusi Pelayanan Pasar Di Unit Pelaksana Teknis Pasar Pada Dinas Perdagangan Dan Perindustrian Kota Pekanbaru
This research is motivated by the low income revenue from the market service retribution sector in this case the application of the Pekanbaru City Regulation Number 6 of 2012 concerning Market Service Retribution carried out by levies collectors at the Pekanbaru City Trade and Industry Service. The purpose of this study was to analyze the Performance Evaluation of the Retainer of Market Service Levy in the Market Technical Implementation Unit at the Pekanbaru City Trade and Industry Service and analyze the obstacles and supporting factors that influence them.
This study uses a qualitative descriptive research method approach. Primary data is obtained directly through interviews with key informants, namely the Head of Pekanbaru City Trade and Industry Office, Head of Market Division of Pekanbaru City Trade and Industry Office, Head of Retribution Section, Head of Market Technical Service Unit, Retainer of Market Retribution and Market Traders. Secondary data obtained from research documents.
The results of this study indicate that the evaluation of the performance of levies of market service levies in the market technical implementation unit is needed to support the successful implementation of market service levy collection. The elements of leadership and communication resource factors strongly support the successful implementation of market service retribution collection. But the support of quality human resources is not as expected. Similarly, facilities and infrastructure are still inadequate. The inhibiting factors include uneven quality of human resources, inadequate facilities, low level of honesty, awareness of traders in paying retribution is still low. The supporting factors in implementing the collection of market service fees include: leadership, organizational structure, levies, retribution on market services, offices, clear legal basis and rapid urban development.
