This research is motivated implementation of law No. 8 of 2014 on Waste Management through community participation by empowering Urban Village Community Empowerment Institution (LPMK) in the village of Simpang Tiga. The purpose of this study was to analyze the implementation of law No. 8 of 2014 on Waste Management in the village of Simpang Tiga and analyze factors that affect barriers and supporting the implementation of the law No. 8 of 2014 on Waste Management in the village of Simpang Tiga.
This research use descriptive qualitative research methods. The primary data obtained directly through interviews of key informants, namely Lurah, Chairman and Chief LKMD RW. Secondary data were obtained from the research document.
The results showed that elements of the communication factor supporting the successful implementation of law No. 8 of 2014 in the village of Simpang Tiga. The elements of resource factors supporting the successful implementation of law No. 8 of 2014 in the village of Simpang Tiga, but support from the equalization of human resources quality and availability of facilities are still inadequate. Similarly, elements of disposition factors and elements of the bureaucratic structure factors also support the successful implementation of law No. 8 of 2014 in the village of Simpang Tiga. Factors that inhibit include uneven quality of human resources, inadequate facilities, the discipline is still low, the compliance of citizens is still low. The factors supporting the implementation of law No. 8 of 2014 include: leadership, organizational structure, the number of administrators, office, infrastructure and facilities, a clear legal basis, the increase in the number of entrants, and the rapid development of the city.
