Implementasi Kebijakan Bebas Visa Kunjungan Oleh Kantor Imigrasi Kelas 1 Pekanbaru

The background of this research was the implementation of President Rule Number 21 in 2016 about Free Visits Visa towards 169 countries at Pekanbaru Imigration Office Class 1 Pekanbaru. The purpose of this research was to know how the implementation of that rule applied in the view of the foreigner and to know the obstacles encountered by Pekanbaru Imigration Office Class 1.
This research used qualitative approach and explorative research type. The primary data of this research were directly obtained through the interview with the informan from Pekanbaru Imigration Office Class 1, Workers Bureau Department of Riau Province, Workers Bureau Department of Pekanbaru City, Tourism Department of Pekanbaru City, Kodim 0301 Pekanbaru, Pekanbaru Police Department, and BNP Riau Province.
The result of this research showed that Free Visits Visa Policy conducted by Pekanbaru Immigration Office Class one was still not maximal. This can be seen from the behavioral relationship between the organizations under the supervision of the foreigner was less well-organized and have imbalance authority and low level implementor considered this policy would add the office hours and cause financial lost to the country. However related to the implementor behavior in conducting the service in the immigration check at Sultan Syarif Kasim II International Airport to the foreigners entering Pekanbaru city was done well. Then the behavior of the target group who misuse visits visa for working, this was cause by the weak supervision towards the activities of the foreigners in the work area at Pekanbaru Immigration Office Class 1 in implementing the policy which was the limitation in the tools and equipments needed, less of human resources, and imbalance authority and no comparison data for validating the number of the tourists visits.
