Analisis Kebijakan Penanggulangan Gelandangan Dan Pengemis (Gepeng) Di Kota Kuala Tungkal Kabupaten Tanjung Jabung Barat Provinsi Jambi
This research is in the background of Regional Regulation No. 13 of 2009 on Public Order "Article 15 (1) Everyone, community group or community organization and Non-Governmental Organization are prohibited from requesting donations for the activities of major public days, public transportation, residential, office and any other public place without the written permission of the Regent or the competent authority except the collection of donations in his or her own neighborhood. The purpose of this research is policy analysis of homelessness and beggars in the City of Kuala Tungkal West Tanjung Jabung Regency of Jambi province.
This research uses qualitative descriptive research method approach. Primary data is obtained directly through interviews from key informants, namely the head of Social Affairs, Social Rehabilitation and Social Security Protection, homeless and beggars. The secondary data is obtained from the research document.
The results of this study indicate that the policy of prevention of homeless and beggars in the Tungkal City has not been implemented properly. Shortcoming in the implementation of the policy of prevention of homeless and beggars at this time is still a lack of supervision conducted from the Social Service. So need of any evaluation of any policy implementation activities taken. Supporting factors in the implementation of the policy are also very in need, these factors include: human resources, facilities and infrastructure. The current policies include: Regular raids, making local regulations both prohibited and giving prohibitions for the community, orphanages are also indispensable for vagrants and beggars to be cultivated. At this time in need of good empowerment, so that homeless and beggars are not only helped but also can help self not to return to sprinkle.
