The purpose of this research was to analyze the effectiveness of the management of funds, especially salaries conducted by the Department of Education and Culture of the Islands District Meranti and analyze the constraints in the management of funds for the payment of salaries of Civil Servants to the Unit by the Department of Education and Culture of District Meranti Islands. Research was done in the District of Meranti with subjects of the study was the treasurer of the Department of Education and Culture and the District Treasurer UPTD Islands-Meranti, this study was used a qualitative descriptive approach. The instrument was used to collect data on adherence to program using the techniques of interview, observation and documentation. Based on the result of research that know 1) Understanding Program that the treasurer and treasurer salary UPTD can understand the mechanism of fund management, especially salaries. 2) Right on target. Based on the results of this research is that the treasurer and treasurer salary UPTD already getting an education or socialization of the conditions or rules of the fund management process, especially salary for employees in the service of education and culture district Meranti Islands. 3) Timely.
Based on the results of this research is that the treasurer and treasurer salary UPTD have used the time of the submission process until the process of payment of salaries at the Department of Education and culture Meranti Islands district implemented in accordance with a specified time. 4) The achievement of the goal. Based on the results of this research was the treasurer and treasurer salary UPTD has made the achievement of the objectives set through the payment of salaries at the district education office and the islands culture Meranti. 5) Real change. Based on the results of this research was the treasurer and treasurer salary UPTD in the payment of salaries had a significant impact or a significant change for the staff at the Department of education and culture district Meranti Islands.
