Analisis Penerapan Good Governance Dalam Penetapan Apbd Kota Padangsidimpuan Tahun 2016

Based on the theory that there is a theory of governance to one approach, called socio Cybernatics approach. The essence of this approach is that in line with the rapid development of society and the increasingly complex issue that must be decided, various government institutions as well as the power of civil society that participate in the policy process, then the final result satisfactory of public policy may not be achieved if only rely on the government sector. This theory suggests that in the process of preparation to the determination of public policy is not only the duty of the government, but society and the private sector must be involved.
This study aims to finding out and analyze how the implementation of good governance in setting the budget at City Padangsidimpuan. The informants are a team of the district budget, the budget entity parliament, and the people of Padangsidimpuan. Methods of data collection is done by depth interviews with informants and documentation study. Methods of data analysis using qualitative descriptive approach.
The result showed that the application of good governance in the setting Padangsidimpuan 2016 city budget has been implemented by the executive and the legislative even if not running optimally. This is because the local revenue that declined in 2016, but had to pull out non public expenditure greater than public spending. And public expenditure provided has not been able to accomodate all the proposed programs and proposals musrenbang community through programs of each faction in parliament. So the government is only implementing programs which are urgent to be implemented as soon as possible.
