This research is motivated by the implementation of Medium Term Development Plan of Selat Guntung Village which should be expected to be a strategic planning document that can be reference frame of development by the smallest technical institution either at Government Village level, Regency, Provincial and National Government which will further realize the development a better, more effective, efficiency that will indirectly bring about a prosperous and just society. But this expectation can not be realized properly, because in general RPJM of Village made during this is just a formality as a supplementary administrative village administration. This can be seen from several policy directions made in village development and some records of RPJM Selat Guntung Village which are not in accordance with the potential situation and the area in Selat Guntung Villageand some development which is not in accordance with the priority of development until it is not on target.
This research uses qualitative descriptive research method approach. Primary data is obtained directly through interviews of key informants, are stakeholders or related layers and are considered necessary by researchers. Secondary data were obtained from research documents. In this research, the writer used SWOT analysis approach, internal factors about strenghts and Weakness and result of analysis on external factors about opportunities andtreats.
The results of this study, focused on minimizing weaknesses and threats by using the strength and opportunities optimally to achieve the goals set. SWOT can influence the development of Selat Guntung Village. The value of strengths and weaknesses that affect the development of Selat Guntung Village is seen from the factors of humanresources, organizational factors and natural resources that exist. The value of opportunities and threats that affect the development of Selat Guntung Village is seen from the factors of Political, Economic, Social and Technological Developments. From several issues gained through author's observation and interview, there are four issues that become the priority issue of Selat Guntung Village Development during the coming year, such as Village Government Implementation, Development of infrastructure and infrastructure, Village Community Development and Community Empowerment of Selat Guntung Village. Referring to the results of SWOT analysis, several strategic issues that can be explained and done for the development of Selat Guntung Village are S-O strategy, S-T strategy, W-O strategy, W-T strategy.
