This study aims to identify and analyze the implementation of the policy of Government Regulation No. 48 Year 2005 regarding the appointment of honorary staff at the Department of Education Dumai and to identify and analyze the factors that hinder the implementation of the policy of Government Regulation No. 48 Year 2005 regarding the appointment of honorary staff at Dumai City Department of Education. The method used in this study is a qualitative research method. Sources of data taken from several people associated with the research include: temporary employee who was appointed in 2005 at the head of BKD Kota Dumai and Dumai. Data collection technique used interview, observation, while the technique of data analysis using qualitative techniques with descriptive approach.
Based on the survey results revealed that the hiring policy implementation has become a civil servant teacher salary is still not optimal, as well as the issue is still not optimal intent and policy objectives in the sense that they have not been socialized properly to teachers; then the problem of limited budget to fund teacher because of the bureaucratic reform is necessary to link and match between teachers who teach as well as areas of their expertise; otherwise it is a matter of executing agent is still not ready to implement this policy and also communication problems between agencies is still not optimal, socio-economic conditions are not adequate to the high society from the civil service and the last is the disposition of the attitude of the executive in implementing policies with persespinya each -masing. Factors that inhibit not optimal implementation of the policy of hiring teachers salaries be employess among others: Objectivity is still low, the assessment only to those who complete the file alone, while much in their devotion slow to get information and finally they did not get what they were supposed to get. Transparency / openness of government in implementing policies. The government is still not open to the assessment to the recruitment of teachers so many of the teachers who are not satisfied with the results of the assessment.
