Implementasi Kebijakan Peraturan Daerah Kota Pekanbaru No 10 Tahun 2006 Tentang Sumber Daya Air Dan Sumur Resapan (Studi Kasus Pada Pengembang Di Kecamatan Rumbai Pesisir)

This research aims to: 1). Knowing and analyzing the Implementation of the Pekanbaru City Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in the Rumbai Coastal District, 2.) Explores the inhibiting factors Implementation of the Pekanbaru City Regulation Number 10 of 2006 concerning Water and Well Resources Infiltration in Rumbai Coastal District.
This study uses Ripley and Franklin's implementation model (Alfatih 2010: 51) that three approaches to measure the success of policy implementation are the level of compliance with applicable regulations, smooth implementation of routine functions, the realization of the desired performance and impact. Data collection techniques carried out by interview, observation, and documentation.
The results showed that the maximum implementation of the Pekanbaru City Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in the Rumbai Coastal District with various kinds and types of problems both from the aspect of communication between agencies, socialization carried out was not optimal, oversight carried out weak. The essence of the problem is that it is not well implemented. Pekanbaru City Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in Rumbai Coastal District. The inhibiting factors are the lack of good communication between agencies, the ineffectiveness of supervision conducted, the bureaucratic flow that is not clear and not carried out socialization.
