Implementasi Kebijakan Wajib Belajar 12 Tahun Di Kabupaten Rokan Hulu Tahun 2012-2013

In RokanHulu district, the local government issued decree No. 11 of
2012 on compulsory education to 12 years. However, in practice still found
problems, which in turn made the implementation of compulsory education
to 12 years is not in accordance with the expected. The phenomenon that
makes the writer interested in raising the issue of compulsory education to
12 years in RokanHulu, the identification of this research is still number of
dropouts, Infrastructure School of iron and in the remote areas are broken,
Many people who do not agree to the additional education funds for help
the School Operational Cost, magnitude of the budget for education has
not meet the educational needs of 12 years overall, the number of
Honorary Master burdensome School Operational Assistance (BOS).
This study aimed to analyze the implementation of compulsory
education policy 12 years in RokanRokanHulu Year 2012-2013 and
analyze the cause of the Compulsory Education Policy Implementation 12
Years in RokanRokanHulu Year 2012-2013 has not been as expected.
The method used is a method of qualitative research by conducting
interviews and documentation of the research object.
The results of this study, the implementation of compulsory
education policy 12 years in RokanHulu in accordance with the Regent of
RokanHulu Regulation No. 11 of 2012 was in some ways already
berlaksana, for example in the utilization of technology weapons and
information. Schools in RokanHulu is now widely used fast internet
network which will certainly facilitate schools in accessing information that
can support teaching and learning process. Moreover, efforts to increase
the number of teaching staff to ensure they can complete the education of
12 years is actually quite good, but these efforts actually be a boomerang
for the funding of compulsory education to 12 years, it appeared that the
budget that should ensure the learning process and free students from the
addition of the cost of education, in fact widely used to pay Honorary
Master. The cause of failure in compulsory education policy in RokanHulu
in accordance with the decree of RokanHulu No. 11 of 2012 is due to a
budget that is still lacking, Human Resources especially Teachers are still
lacking, and school policies that often prevent the implementation of
compulsory 12 this year.
