This research is motivated by citizens of low learning outcomes IPS citizens learn package B at PKBM Pelita Riau. While at the third meeting the percentage of completeness reached 62% (incomplete category) with an average of 69.60, then in the second cycle at the first meeting the percentage of completeness was 83% (incomplete category) with an average average value of 75.00, at the meeting the second cycle II with 87% completeness (complete category) with an average value of 79.54. Then the third met in the second cycle met the percentage of completeness reached 87% (complete category) with an average value of 84.80. It can be concluded that the meeting to the next meeting was obtained in the learning outcomes. Data on the activities of teachers in the first cycle of the first meeting get 10 with a percentage of 41.66 (less category), the second meeting with a score of 13 with a percentage of 54.17% (less category), then increase at the meeting resulting in a score of 15 with a percentage of 62, 50 % to (enough categories). In the second cycle of the first meeting, the teacher received a sufficient category with a score of 16 with a percentage of 66.66% (enough category) while in the second meeting with a score of 17 with a percentage of 70.83% (good category). Then increase again at the third meeting getting a score of 18 with a percentage of 73.00%. Based on the data obtained, there has been an increase in social studies learning outcomes for citizens learning package B PKBM Pelita Riau Pekanbaru. The data can be seen based on the results of the value of the daily cycle I and cycle II. The average value of social studies learning outcomes of residents learning based on preliminary data is 50.25. From the results of the learning data cycle I and II, shows the model of learning application that can improve social learning outcomes of citizens learning package B PKBM Pelita Riau Pekanbaru. Based on the discussion above, it can be concluded that the action hypothesis can be accepted. In other words, applying the discussion learning model can improve the learning outcomes of residents learning Pelita Riau Pekanbaru PKBM Package B.
