Peran Dinas Transmigrasi Dan Tenaga Kerja Kabupaten Siak Dalam Pemberdayaan Tenaga Kerja Lokal
Based on the duties and functions of the Transmigration and Manpower Office of
Siak Regency, which regulates the implementation of the Siak Regency Regulation
No. 11/2001 concerning the Placement of Local Workers, the limited use of local
labor in companies located in Siak Regency is one of the problems faced in this
research, where apart from these problems, the process of empowerment and the
quality of Human Resources (HR) limited local workforce becomes one of the
problems that become the authority or responsibility of the Transmigration and
Manpower Office of Siak Regency, the purpose of this study is to determine the
extent where is the role of the Transmigration and Manpower Office in
empowering local workers in Siak Regency, as well as to find out what constraints
are the inhibiting factors experienced by the Transmigration and Manpower
Office in carrying out this role. The use of theoretical concepts in this research is
to use the principles of Modern Organizational Principles, this study uses
qualitative research types with descriptive studies, in data collection techniques
used interviews and observation. The author uses the informant as information as
the main source in the validity of the data. The results of this study indicate that
the implementation of the empowerment has not been running optimally, this is
because the process of implementing empowerment has not been carried out
seriously, starting from the process of implementing competency-based training
where the activities are not socialized so many workers local workers who are not
aware of the program, the implementation of the Siak Job Fair which is also
lacking in socialization and many workers from outside the Siak area who
participated in the program, the enforcement of local regulations on empowering
local workers that has not been carried out properly by the Siak Regency
Government The inhibiting factors in this research are the lack of budget in
carrying out the program and the lack of cooperation between the company and
the Transmigration and Manpower Office of Siak Regency.
