Analisis Total Quality Management Di Tk Dharma Loka 1 Pekanbaru
This research is motivated by the increasing demands on the quality of education in PAUD institutions along with the increasing growth of PAUD schools in Pekanbaru city. With PAUD growth of more than 5 percent per year, quality competition in the world of education is inevitable. Consumers, in this case are parents / guardians of course choose schools that are considered superior, which can create competent students in the future. One way to improve the quality of education is by implementing Total Quality Management, so that schools can provide services that satisfy even the needs of consumers. Taking a model from TK Dharma Loka 1 Pekanbaru which has implemented Total Quality Management, the author tries to analyze using descriptive qualitative methods to see the extent of the role of Total Quality Management in improving school quality, especially in terms of managerial principals, teacher management, and school administration . This research was conducted directly in the field to obtain the required data. The research location is TK Dharma Loka 1 Pekanbaru Jalan Ir. Soekarno Hatta Gg. Permata NO. 99 RT. 2 RW. 1, Pekanbaru. The method used is a qualitative method that produces analytical procedures without using statistical analysis procedures or other quantification methods. This study intends to understand the phenomena about what is experienced by the research subject, for example behavior, perception, motive, action, etc. holistically and by means of descriptive form and descriptive analysis of words. The subjects of this study are: Principals as key informants, teachers, and school administration staff. Data collection techniques include: 1) Observation to observe behavior and activities at the study site, 2) interviews with school principals, teachers, and administrative staff, 3) documentation to collect data sourced from school files and documents. The research findings based on interviews, observations and document studies, it is known that the leadership of the Dharna Loka 1 Pekanbaru Kindergarten has performed their managerial functions (Planing, organizing, actuating and controlling) in line with total quality management. This can be seen by the careful planning starting from the planning before teaching and learning activities, until the end of the school year. In organizing it also looks good, where there is an organizational structure and the duties and responsibilities of each personnel are quite clear. The leadership also provides the motivation needed by the teachers and evaluates and supervises the performance of the teachers and staff. In the case of teacher management, the teacher management process is as follows: (1) Recruitment of teacher workforce, (2) orientation regarding the job description, how to behave towards parents of students and
other clients, as well as school rules and regulations, (3) Termination and appointment of a teacher, (4) adequate compensation given to teachers, (5) Teachers work according to specifications and fields, (6) development of talent and ability, (7) teacher performance evaluation and (8) There is a clear work program for teachers. School administration has referred to the Technical Guidelines for Managing Kindergarten, issued by the Directorate of PAUD Kemdikbud. Based on the findings of the research and discussion it was found that

the Total Quality Management at TK Dharma Loka 1 Pekanbaru, especially in the case of the Management of School Leaders, Teacher Management and School Administration has been going well. This can be seen from the existence of a clear and planned program, as well as continuous improvement efforts to improve the quality of service to consumers through several stages; planning (Planing), organizing (Organizing), moving (Actuating) and supervision (Controlling). The implementation of Total Quality Management in TK Dharma L: oka 1 this week can be seen from several achievements, such as making TK Dharma Loka 1 Pekanbaru a quality school with achievement A accreditation from the National Accreditation Board for Early Childhood Education and Non-Formal Education. Because Total Quality Management is an ongoing process, it is recommended that schools should be able to optimize school resources that include people, principles, programs, and facilities and infrastructure on an ongoing basis to achieve the most optimal level of quality.
