The successful establishment of Occupational Health and Safety Management System (OHSMS) is a supporting factors for the success of the OHS guidance that has been carried out. Riau Province got the award as the best of the occupational health and safety (OHS) builder nationally from the Ministry of Manpower for the past five years, but the reality founding is not proportional to the award. The purpose of this research shows how founding by Department of Manpower and Transmigration Province of Riau to occupational health and safety management system in the company and to know inhibiting factors. This research uses Santoso's theory founding (in Harifal, 2014) by using indicators: give a guidance, briefing, education and training, as well as instruction. This research uses qualitative method. The result of this research found that the founding of the occupational health and safety management system by Department of Manpower and Transmigration province of Riau is not optimal. It is caused by several inhibiting factors namely human resources are not comparable with the quantity of the company to founding, division of the location of the area so it is difficult to reach it and the budget is not enough to carry out all activities so that the founding does not run maximally.
