One area's progress can be seen from the regional economic growth.
However, to achieve this, it is necessary to allocate regional expenditure which is
used for productive matters. The problem faced by the Riau Provincial
Government is that the budget allocation for capital expenditure is still in the
composition below 30% of the total regional expenditure. Good governance is
needed, optimizing local revenue and effective and efficient government financial
performance to carry out the budget allocation function. This study aims to see
the extent to which governance, local revenue and regional financial performance
can have an impact on increasing regional economic growth, both directly and
indirectly mediated by the allocation of capital expenditure.
The population in this study is the financial statements of 12 local
governments and cities in Riau Province, with sample data from the Revenue
Service and the Regional Financial and Asset Management Agency of Riau
Province. The study was conducted in a census of the APBD realization report
from 2014 to 2018, to obtain 60 data. The analytical technique used in this study
was Partial Least Square (PLS) using the SmartPLS program.
The results showed that governance directly affected the allocation of
capital expenditure. With good governance can be realized by managing the
budget economically, effectively and efficiently. However, the governance of
district and city governments in Riau Province has no direct or indirect effect on
economic growth through the allocation of capital expenditure. This indicates that
the government has not been able to increase economic growth and improve
services to the community. Regional original income does not affect capital
expenditure allocation. This means that the increase or decrease in local revenue
is not related to the allocation of capital expenditure. On the other hand, regional
own-source revenues affect economic growth. With the increase in local revenue
is access to economic growth, so local revenue growth is sensitive to economic
growth. Financial performance influences the allocation of capital expenditure.
The allocation of capital expenditure carried out by district and city governments
in Riau Province is influenced by financial performance, especially the
effectiveness ratio of local revenue. The better the financial performance of local
governments, the higher the allocation of capital expenditure. However, regional
financial performance has not been able to contribute significantly to economic
growth. Capital expenditure allocation does not affect economic growth. This
means that one of the functions of the government budget as an economic stimulus
is not yet running because on average the capital expenditure allocations made by
the district and city governments in Riau are still lower when compared to the

average district and city governments nationally. So that the allocation of capital
expenditure can not be a mediator in increasing economic growth.
