Strategi Komunikasi Hubungan Masyarakat (Humas) Pemerintah Kabupaten Kepulauan Meranti Dalam Menyampaikan Informasi Pembangunan Di Daerah 3T (Termiskin, Tertinggal Dan Terluar) Di Kecamatan Rangsang Pesisir
Communication strategy is a combination of communication planning with communication management to achieve predetermined goals. To succeed in achieving these goals, the communication strategy must be able to carry out practical operational steps, for that reason, the communication strategy determines whether the communication is effective or not. On the other hand, the role and function of government public relations is very possible to ensure that the development plan of a region is successfully implemented, especially in the Meranti Islands Regency, many of which are located in the border area with neighboring countries. The purpose of this research was conducted to find out and analyze the target of communication, selection of communication media, study of the purpose of the role of communication and the role of the communicator in implementing the communication strategy by the Public Relations of the Meranti Islands Regency Government to convey development information in the 3T areas. Rangsang Pesisir District. This research is a descriptive study that uses a qualitative approach as a tool of analysis. This research is focused on the Public Relations of the Meranti Islands Regency Government. the resource person in this research is the Head of the Division. Government Public Relations and Community Figures in Rangsang Pesisir District. Observation data collection techniques, interviews and documentation. The data analysis technique the writer uses in this research is descriptive qualitative. The findings of the research on the Public Relations Strategy of the Kepulauan Meranti Regency Government in disseminating information on development programs for the 3T areas in Rangsang Pesisir District are: 1) Public Relations of the Meranti Islands Regency Government carries out a strategy to identify communication targets before providing development information to the community; 2) Public Relations of the Meranti Islands Regency Government implements an information dissemination strategy using public opinion leaders, namely community leaders, both religious leaders and youth leaders; 3) The communicator strategy carried out by the Public Relations of the Meranti Islands Regency Government, namely by becoming the main communicator with the assistance of several related agencies in the process of implementing information to the public; 4) The message strategy carried out by the Public Relations of the Meranti Islands Regency Government in Delivering Information on Development in the 3T (Poorest, Disadvantaged and Outermost) Regions in Rangsang Pesisir District, the message conveyed is persuasive; 5) Audience strategies carried out by the Public Relations of the Meranti Islands Regency Government in Delivering Development Information in the 3T Areas in Rangsang Pesisir District, the target audience for Public Relations of the Meranti Islands Regency Government Public Relations chooses all people from youth to the elderly; 6) The strategy of the Public Relations media of the Meranti Islands Regency Government in Delivering Development Information in the 3T Areas in Rangsang Pesisir District, utilizes all mass media as message intermediaries, both print and electronic mass media, as well as internet media.
