Komunikasi Politik Bupati Indragiri Hulu Yopi Arianto : Studi Tentang Kegiatan Trabas Touring Dalam Mensosialisasikan Kebijakan Pemerintahan Daerah Tahun 2015-2020
Political communication is a very important matter after reform. In the era of democracy, political communication has become a strategy for politicians or regional head candidates to draw sympathy from the public in direct elections (Pemilu). In addition, Law No.32 of 2004 on Regional Autonomy states that regional heads have the duty to carry out political communication with the Regional People's Representative Council (DPRD), local government officials, vertical agencies and the community. The regional head must socialize the programs and policies to be implemented, so that the public can know about them. Yopi Arianto as Regent of Indragiri Hulu has unique political communication, namely through Trabas Touring activities. This activity has been carried out by the Regent of Indragiri Hulu Yopi Arianto for almost 10 (ten years) during his tenure. Through this Trabas Touring activity, Yopi Arianto wants to communicate directly with people in remote and difficult to reach villages, as well as to socialize and supervise policies or programs of the Indragiri Hulu Regency Regional Government. Based on some of the things above, it is important to research the Political Communication of the Regent of Indragiri Hulu Yopi Arianto in the Trabas Touring Activity to socialize the Regional Government policies for 2015-2020. This study aims to describe and analyze the communicators, the messages conveyed, the media used and the audiences / audiences who are the targets of the Trabas Touring activities carried out by the Regent of Indragiri Hulu.
The research method used is a qualitative method. This study uses Dan Nimmo's theory of political communication as a basic concept. The data collection technique is done through in-depth interviews, observations and documents. The determination of informants was done through purposive method, as many as 25 (twenty five) informants. Management of research data using data analysis techniques Miles and Hubberman. and data validity checking techniques or data validity using validation techniques by utilizing the type of source triangulation.
The results showed: First, political communicators who are involved in this Trabas Touring activity are heads of related offices from the executive, DPRD members from the legislative / politicians and journalists from professional communicators, by taking into account the criteria of credibility, attractiveness, power and being able to communicate well. Second, the messages conveyed are government programs and policies that are in accordance with the Regional Medium Term Development Plan, monitoring the program and providing training and guidance to the community. Third, the media used to socialize is print media such as magazines, journals, tabloids, and newspapers and online media. Besides that, there are also social media such as Facebook, Instagram, WhatsApp and direct delivery (word of mouth). Among the four media, the most effective is print media. Fourth, the target audience. In the Trabas Touring activity, the target is the general public such as religious leaders, youth leaders, village officials and managers of Village-Owned Enterprises.
