The conflict in the Papuan student dormitories in Surabaya has become a public concern. At that time the student dormitory was surrounded by mass organizations and the community which led to the arrest of 43 Papuan students. The cyber media www.detik.com and www.tabloidjubi.com in real time reported on the peak conditions of the conflict, 16 to 18 August 2019. The aim of the study was to determine the framing and ideology of the media in reporting on the conflict in the Papuan student dormitory in Surabaya.
To analyze this, the researcher used a qualitative research method with framing analysis which was developed using the Zhongdang Pan and Kosicki method for 6 news items on www.detik.com and 6 news items on www.tabloidjubi.com.
The findings of the researchers were, first, that there was a significant difference in framing between www.detik.com and www.tabloidjubi.com, www.detik.com framing, Papuan students broke and threw the red and white flag into the ditch, so they had to be tried, while www.tabloidjubi. com framed Papuan students experiencing racist, repressive and discriminatory actions, so that the perpetrators had to be brought to justice too. Second, the ideology of the cyber media www.detik.com and www.tabloidjubi.com is different. www.detik.com has an ideology that does not provide a gap for anyone to separate themselves from the Unitary State of the Republic of Indonesia, so there is a consensus, all actions taken by Papuan students are deemed incorrect, the selection of sources is dominated by the police in Jakarta, the media owners are also businessmen in Jakarta, meanwhile www.tabloidjubi.com provides space for the struggle for an independent Papua, so that there is a consensus, that all actions of the security forces and certain mass organizations are deemed incorrect, in the selection of sources it tends to be Papuan students in Surabya and Papuan figures, media owners are in Papua and has emotional closeness, links with the Free Papua group. The contribution of this research provides an overview of news framing related to pro-NKRI and anti-NKRI media.
