The absorption of aspirations will be very different when DPRD members are faced with the fact that the people they represent are people who tend to be passive in terms of conveying their aspirations, geographical conditions are still difficult to reach, and there is no mass media capable of accessing this community group, such as community groups in Meranti Islands Regency. In fact, community involvement in the development process as well as development directions that pay attention to local wisdom are important matters as well as the rights of indigenous peoples throughout Meranti and specifically development in Meranti Islands Regency.
This study aims to determine the mapping of the political communication strategy of the PAN Faction in absorbing electoral districts in Meranti Islands Regency and the stages of political communication stages of the PAN Faction in absorbing electoral districts in Meranti Islands Regency.This study used qualitative research methods. The data collection techniques used were interviews, observation and documentation. The informants amounted to 5 five) people. In achieving the validity of the data in this study the researcher used triangulation.
The results showed that the mapping of political communication strategies carried out by the PAN Faction in absorbing people's aspirations in the Meranti Islands Regency by conducting discussions and socialization to the community in their constituency. Then, the stages that have been carried out are by communicating intensively with opinion leaders or community leaders who have an important role as political communicators.
