Besides teachers’ competence, another factor that is thought to affect teachers’ performance is the school climate. Having a conducive school climate can improve teachers’ performance. The conducive climate in schools will also affect teachers’ performance, including a good classroom management such as having a good students’ management, as well as well-arranged of facilities (ventilation, lighting, seating, and teaching media). Moreover, a good personal relationship between the principal, teachers, students and school employees will create a pleasant school atmosphere and it is one of the sources of encouragement for teachers in carrying out their duties. The purpose of this study is to analyze the competence of teachers of State Primary School in Mandau District from a demographic point of view, analyze the school climate in State Primary School Mandau District from a demographic point of view, analyze the performance of State Elementary teachers in Mandau District from a demographic point of view, analyze and prove the influence of teacher competence on the performance of State Primary School teachers in Mandau District, Bengkalis Regency, analyze and prove the influence of school climate on the performance of State Primary School teachers in Mandau District, Bengkalis Regency, analyze and prove the influence of teachers' competencies and school climate together on the performance of State Primary School teachers in Mandau District, Bengkalis Regency.
This study uses a quantitative approach with survey methods. This study is located in State Primary School, Mandau District, Bengkalis Regency. This study was conducted from May to July 2020. The source of data used in this study is primary data in the form of questionnaires distributed to respondents and secondary data. The data is from UKG value. The population in this study is UKG participating teachers in 2015 in State Primary School in Mandau District both civil servants and honorary teachers which amounts to 288 teachers. Sampling of the research population was done by random sampling technique with a total sample is 168 teachers. The data collection technique used in this study is Quisioner (Questionnaire) using likert scale and documentation.

The results of the study found that: 1) There is a significant influence of teachers’ competence variables on the performance of teachers of in State Primary School in Mandau District. The higher the teacher competence, the higher the teachers’ performance. The effect of teacher competence on teacher performance resulted in a correlation coefficient of 0.309 and contributed 30.9% to the variable of teachers’ performance variables with low interpretation, as there were still 69.1% determined by other factors that were not part of this study. This effect is illustrated with each increase in one unit of teacher competence (X1) which will be followed by an increase in teacher performance (Y) of 0.319 units. The contribution of these significant teachers’ competence variables proves that teachers’ competence is one of the determining factors of teachers’ performance. 2) There is a significant influence of school climate variables on the performance of State Elementary teachers in Mandau District. The better the school climate, the higher the teacher performance. The effect of school climate on teachers’ performance resulted in a correlation coefficient of 0.355 and contributed 35. 5% to the variable of teachers’ performance variables with low interpretation, as there were still 64.5% determined by other factors that were not part of this study. This effect is illustrated with each increase in one unit of school climate (X2) which will be followed by an increase in teachers’ performance (Y) of 0.520 units. The contribution of these significant teachers’ competence variables proves that the school climate is one of the determining factors of teachers’ performance. 3) There is a significant influence of teachers’ competence variables and school climate together on the performance of State Elementary teachers in Mandau District. The effect of teachers’ competence and school climate together produced a correlation coefficient of 0.525 and contributed 52.5% to the teachers’ performance variable with moderate interpretation, as there were still 47.5% determined by other factors that were not part of this study. Thus, if teachers’ competence and school climate increase, it will further improve teachers’ performance.
Based on the results of the research and conclusions, the researcher makes suggestions to the parties related to this research such as principals and supervisors to be able to continuously evaluate the performance of teachers and monitor the performance of teachers in in State Primary School in Mandau District, Apart from that, it is also expected that the principal and the local education department will provide education and training either independently or through the relevant education department in an effort to improve the competence of State Elementary teachers in Mandau District. In addition, it is expected that principals, teachers will continue to make various efforts to improve the school climate both physically and non-physically.
