Perencanaan Program Komunikasi Subsidi Perumahan Oleh TPP (Tenaga Pendukung Penyaluran) Di Provinsi Riau

This qualitative and descriptive thesis explains the communication
planning of subsidized housing by the Savings-Based Housing Financing
Assistance (BP2BT) of the Ministry of Public Works and Public Housing by
TPP (Distribution Support Personnel) of Riau Province. To support the
fruitful result, observations, documentation and in-depth interviews have
been conducted from four highly significant respondents that were chosen
through purposive sampling method. They are Distribution Coordinator of
Riau Province and Community Empowerment Division of Dumai City,
Kampar Regency and Rokan Hulu Regency.
The author also conducted additional participation and triangulation
to get a better resource. This research shows that the TPP implements
campaign method of communication planning theory with SOSTAC
framework. It is a six-step circle which consists of situation analysis,
objectives, strategy, tactics, action plan, and control system (in terms of
monitoring and evaluation). In theory, there are three main elements
involved in communication planning that are product owner, executor and
target.
However, this thesis indicates that the partnership holds a crucial
role in this purpose, especially in the communication development
program. This element should have been founded by PK executor and get
this stakeholder involved in the communication planning program.
