Dampak Komunikasi Konflik Perjalanan Arus Barang Lintas Negara Terhadap Citra Pemerintah Di Kabupaten Kepulauan Meranti

Meranti Islands Regency is located on the eastern coast of Sumatra Island which is very strategic because it is located in the busiest international shipping area in the world, namely the Malacca Strait which is directly adjacent to Malaysia and is in two economic growth triangles, namely Indonesia-Malaysia-Singapore (IMS-GT). and the Indonesia-Malaysia-Thailand growth triangle (IMT-GT). The occurrence of conflicts between government institutions and the community in the case of the flow of goods across countries in the Meranti Islands Regency is very interesting to study. Case by case continues, the intensity of this conflict is getting higher after the Meranti Islands become an independent district. These cases have an impact on the image of the government and people's purchasing power. The research objectives were (1) Conflict Communication between the Government and the Community in the Travel of Cross-Country Flow of Goods in the Meranti Islands Regency. (2) To analyze the impact of conflict communication on the flow of goods across countries on the image of the government in the Meranti Islands Regency.
The research method is descriptive qualitative used in research. qualitative methods for processing data obtained from the field through interviews and field observations. The research subjects were the community consisting of three traders and two boat crews and local governments. The object of research is the impact of the flow of goods on the image of the government and people's purchasing power. The model used in analyzing the data is the interactive model of Huberman and Miles.
The results showed that the communication of conflict between the government and the community in the flow of goods across countries in the Meranti Islands Regency can be seen from the aspect: communicators in the case of the flow of goods consist of three government agencies, customs, navy and water police. Regulation is a message that is carried out by the government as a communicator. The face-to-face channels used have an immediate effect on society. Conflict with a type of force conflict, where the government forces its citizens to obey the law in the hope of creating an orderly flow of goods from abroad. Furthermore, in general the image of the central government regulating or making regulations regarding the flow of goods across countries is neither good nor negative. This can be seen from the complaints of the public regarding the regulations that are applied to them regarding the outflow of goods. Furthermore, in general, the image of the local government where the cross-country flow of goods regulations are implemented is somewhat positive. This can be seen from the answers of the community stating that they are still given a place to do their business.
