Strategi Pemenuhan Kebutuhan Pangan (Padi) Di Kabupaten Rokan Hulu

This research aims to identify food needs fulfillment strategy in Rokan Hulu
Regency. The data used in this study is primary and secondary data. In the research of
Food Needs Fulfillment Strategy in Rokan Hulu Regency, the analysis used is SWOT
analysis.
Based on the results of Rokan Hulu regency research in an effort to fulfill food
needs has a higher strength factor compared to the weakness factor and has a higher
chance compared to its weakness. The coordinate points on the SWOT matric chart are
in quadrant I, the strategy that should be applied is to support aggressive growth
policies. Rokan Hulu Regency in an effort to meet food needs is by carrying out an
aggressive strategy, using its own strengths to make the most of opportunities. Rokan
Hulu district is advised to use SO strategy, using the power to utilize opportunities by
maximizing superior seed varieties using technology to meet rice needs, superior seed
varieties have potential that can be developed with the right technology. Counseling
about agricultural technology to meet rice needs, counseling farmers about the proper
use of technology in order to conduct production activities so that unmet rice needs
can be met. Maximizing the number of existing farmers to expand new farmland, the
number of farmers is very important in agricultural activities with the large number of
farmers land that has not been utilized because no one manages with the number of
farmers available, vacant land can be enabled for agricultural land.
