The government established the Ombudsman of the Republic of Indonesia as a Supervisory Agency for The Implementation of Public Services. Based on the Maladministration Perception Index Survey conducted by the Ombudsman of the Republic of Indonesia, Riau Province is the province with the highest maladministration index in Indonesia. Based on the Ombudsman complaint report of Riau Province, Pekanbaru city is a city whose public complaint report is higher when compared to other cities in Riau Province. The purpose of this research is to find out the problems that have been formulated by the Ombudsman to prevent maladministration, analyze the Ombudsman's planning, know the actions and communications of the established planning and see how the Evaluation conducted by the Ombudsman in conducting prevention of maladminsitration.
This research uses a type of qualitative descriptive research that focuses on communication management. The research data was obtained through an in-depth interviews and documentation with eight informants from different backgrounds, namely the Riau Province Ombudsman, The Ombudsman's Friend of Riau Province, Students, and people living within the Ombudsman. Data analysis techniques used are information collection data reduction, data presentation, and conclusion drawing. While the data checking technique uses source triangulation.
As a result of the research, the Ombudsman detected the problem by complying with Ombudsman Regulation No. 41 of 2019, which defines the problem by detecting maladministration of public service providers, then conducting an analysis of the findings when conducting detection, and further providing advice to the relevant institutions so as not to occur repeated maladministration. Planning is generally proclaimed by the Central Indonesian Ombudsman, but the Ombudsman of Riau Province also conducts planning by forming a network of Ombudsman called Sahabat Ombudsman, then cooperates with conventional media in Pekanbaru as a communication channel, as well as socializing to the community. The actions and communication carried out by the Ombudsman of Riau Province include the dissemination of information through conventional media in Pekanbaru such as Riau Pos, Radio RRI and Tribun Pekanbaru. Evaluation of forms of communication activities is always routinely carried out by the Ombudsman through the agenda of weekly meetings held every Monday attended by the Head of Representatives and all people ombudsman of Riau Province. The meeting discussed what activities had been carried out last week and what activities would be carried out.
