The policy of expanding the Pekanbaru City Government office to Tenayan Raya
District is one of the efforts made by the Pekanbaru city government to realize the goal
of equitable development. It is hoped that the expansion of the office can trigger
developments in Tenayan Raya District. This is done because the city center that
emphasizes urban areas, community activities, and development is also focused on
urban areas, urban cities are crowded. Meanwhile, Tenayan Raya Sub-district, which
is located on the outskirts of the city, has minimal community mobilization and
development has not progressed. The purpose of this study is to determine the
effectiveness of the policy of expanding the government office, both in terms of
implementation and as well as identifying the factors that support the implementation
of the policy. To achieve this goal, this study uses interactive analysis techniques with
qualitative research types using the theory of policy implementation effectiveness. This
study shows that first, the effectiveness of the implementation of the government
expansion policy of Pekanbaru City to Tenayan Raya District in the context of
equitable development can be seen from five indicators, namely Right Policy, Right
Implementation, Right Environment, and Right Process. Second, the supporting factors
are good coordination between related parties and the support from the community.
